Are you talking about the blue stuff? I don't play Skyrim so I'm not sure if that should be there or not. If that's not it then I don't know what's wrong. If I'm right though, I'm not really sure what's going on.

Looks like either a bug with the game, a video driver issue, or the sign of a dying graphics card. As you've been having other issues, I'd guess it's one of the latter two problems.
Have you tried running Furmark to stress-test your GPU? It might reveal a problem with the card.
Well, it won't be your HDD. It might be a driver issue, or it might just be a weird bug in Skyrim (it has many issues). I assume you're not using any graphical mods? If not, perhaps try downgrading your drivers to a previous version and see if it helps (try using Driver Sweeper to get rid of the old ones completely while you're at it).
Well, I was then I disabled them. But I'll try installing 12.3 4 and see if that helps.

If you disabled the mods but didn't physically remove any texture files then that could be the problem. A lot of texture mods aren't packaged into .esm files, they just come 'loose' and you throw them in the data directory.

Dual-link DVI is usually for high resolution moniters (stuff higher than 1920x1200). I once used a dual-link cable by mistake on my 1080p display and had visual artifacts on the screen.
If it's a port on the video card, it shouldn't matter.
Well, the textures in battlefield 3 are freaking out. There is like white lines flashing everywhere. Could this mean I have a defective video card? I might just rma the thing.
