Would a Pentium G620 bottleneck the gtx 560ti? His MAXIMUM budget is $700, the lower the better. He wants to be playing games like Minecraft, Metro 2033, Crysis, and BF3. Not on High or Ultra of course.
I know that performance could very easily be increased by spending another $30-50, but his dad REALLY doesn't like computers to begin with and say they mush your brain. I think it's just because he doesn't understand them and thinks they have no use. Anyway, he's convinced them to spend $450 on his computer, which will be without a gpu, then he will add the gpu after buying it with his own money, so it looks like he didn't spend a lot of money on it all at once. He has $300 and was thinking of just picking up a 560 ti or perhaps a 570.

I have already gone about the maximum budget, and it only comes under it with MIRs.
MIR don't work telling people they do is a flat out lie. Mine is about 2$ more for a good performance improvement.
Most people have a flexible budget and its more of what they would like to spend but most will go above however after your recent post it sounds like its not as 700 was pushing it.
The issue is if he gets a 450$ computer now with a good Intel processor he will be stuck with a pretty shitty Intel integrated GPU.
This build is a lot more powerful CPU wise but until your friend gets a GPU this build will struggle with even the most basic games. In the long run this build will work A LOT better in games like Bf3 where the Athlon 2 will start to show its age.
Don't wait for unannounced products maybe Nvidia won't make one for a while due to tsmc shortages maybe they will. Plus in the future if he has 300$ he will have problem buying a good graphics card he needs to worry about the current built.

Why not thrown in a 7850 its 20$ more it could be fit in there and the performance difference I feel is worth it.
Minecraft it does not really matter but in 2/3 of the games he plays the 7850 gets better frames and the Bf3 thing might be fixed with drivers.

Here is two new builds that fits in 450$ range.
This build is cheap and will result in the most immediate satisfaction for the buck but will CPU limit him down the rode. If this won't be built for a few months Trinity will be out and that will limit him less CPU wise and offer a better integrated GPU. This could also offer the ability to buy a cheap GPU and throw it in crossfire to get more bang for buck if he has a hardtime buying a highend GPU:
