I have heard of people (possibly the US gov't, not sure) that locked people inside rooms and then played music at extremely high volume. And this was not smooth jazz or something, it was loud rock music and it is terrifying to even imagine that. And they had to endure this for hours. It was in the news many years ago - like in 2006 or something though, so I don't think people still do this.

Some people really need to stay away from the government propaganda department. Let the brain-washing machines have a day off, they must need maintenance by now.
I deem it to be unusual because it's unusual that someone would punish a killer by killing them.
I don't give a damn how common it is. If we're going literally by "not common", I could just write SAHDIASDHAPSI and claim it's a new torture technique that I've only used once.
If you did I'd report you to the FBI and have them investigate you for admitting you've tortured someone.
Do it, they'll find out they've wasted resources as my technique involves forcing the tortured to watch videos deemed cute on the internet until they laugh so much that he thanks me and tells me what I need to know.

They should try it, it works!
Brilliant idea is brilliant.

I just had a rather disturbing vision of some poor guy strapped to a chair in a darkened room about two feet(why the hell am I using feet?) away from a small old TV. Said TV is playing all the MLP:FiM episodes in order, and every few hours he's interrogated. If he doesn't give sufficient information, he's sent back to the room.
They'd either be converted to bronyism or be a jabbering mess of incoherence and insanity in an hour, tops.

Ask them no more questions, never hear them lying.

Actually that is a legitimate form of torture. Often times that technique is used for brainwashing but it could just as easily be applied to breaking someone's will or causing general insanity.

I don't think I'd go insane from watching videos of cats non-stop, perhaps a bit bored at the most (provided I get adequate food, water, and sleep, of course).

Boredom is just the start. I'm talking about a person tied to a chair, eyes taped open, head restrained so the only thing they can look at is the screen... trust me your mind would break.
Under those conditions how long would you make it into this video?
It's more than just hunger or sleep deprivation. A more accurate example would be in A Clockwork Orange but that movie is so violent and disturbing I cannot link the clip here (if it exists online at all). A similar example would be from Lost as seen in this clip: .

I've slept thought that. Then again I regularly play my music fairly loudly.
The video torture previously talked about would be much more excruciating if it were emotionally/mentally torturing videos, like a video of murder/suicide or Gore videos. As insult to injury, it could be a video of a relative/friend being tortured or killed. And including the "eyes taped open" and adding audio turned up to high volume, the person could go insane within an hour of the torture session.

I've found that cat videos have the highest potency, with other young animals coming in at a close second.

I'd go crazy, because I'd be pretty damn hungry.
Perhaps my eyes being taped open would be the worst part- that's more uncomfortable than being forced to watch the video.
